日月光10/5要偷排廢水　環保局早知情

【郭芷余／高雄報導】高雄地檢署查日月光污水案，發現日月光K7廠10月5日疑從海放管私排污水一事，早在9月21日及9月26日2天就行文給環保局，但環保局未裁示是否准放，只是將公文放著，等到被檢察官上周抓到日月光偷排時才說此次海放未經許可。此部分環保局是否有行政疏失，廉政署及政風單位已著手調查。

由於加工出口區管理處只負責准許日月光的海放管能否接到出口區的污水排放管，至於日月光的污水能否海放，權責仍在環保局，但環保局收到日月光申請海放的2份公文後，卻未裁示，日月光當時也沒追著環保局要求准許，此部分是否是環保局人員與日月光公司間的「默契」，將是政風單位追查的重點。

由於近日檢方不斷分析扣得的電磁資料，初步分析後對案情大有斬獲，不排除近日再傳喚相關人等到案說明。
