有線電視分區經營規定打破後，國家通訊傳播委員會（NCC）5日通過首家新進業者籌設案。「全國數位有線電視公司」規劃2年半內在新北市完成全區建置，預計民國103年3年開播，業者承諾提供收視戶免押金免費借用2台機上盒。

NCC表示，委員會議綜合考量有線電視數位化之推動、消費者收視權益及促進市場競爭等因素，請申請人到會面談後，許可其申請案。

NCC指出，申請人是以新參進者身份取得籌設許可資格，後續依其營運計畫建置，規劃2年半完成全區建置，預計於明年3月開播營運。

NCC說，該公司完成佈建達百分之三十以上，向NCC申請工程查驗通過後，將發給營運許可證、正式營運。

有關基本頻道分組付費等議題，NCC表示，該公司於面談中已承諾將提符合本會補充公告之分組付費服務，並將按NCC預定於106年施行之新收費標準方案規劃分組付費套餐，且於營運開播時提前導入，屆時消費者除可增加選擇權外，並可改善長久以來民眾詬病之有線電視成批定價收費模式。 (接下一頁)
