為了「量能課稅」及「公平正義」，馬政府在去年力推復徵證所稅，現在又以「提振景氣」為由要修正證所稅，今（31）日是立法院本會期最後一天，若朝野協商未成，證所稅案將延至6月下旬的臨時會表決。

馬政府在去年展現強悍改革決心，還為此折損了一位財政部長，最後證所稅雖過關了，確是加上一個8500點的鍋蓋；今年沒有盼到經濟成長的春天，現在政院只好又回頭，力促立院快馬加鞭修法，以活絡股市、振興經濟、提振信心。

國民黨立院黨團書記長賴士葆昨日表示，他的心情是「趴在地上、匍匐前進，看似希望不大，但是還是存在一絲絲希望」，對於台聯傳出將支持證所稅修法，他說，樂見各黨團撇開政治，「以蒼生為念，我們絕對歡迎」。

台聯黨主席黃昆輝則表示，黨團日前主張廢除初次上市櫃（IPO）股票課徵證所稅，導致民眾誤解台聯要杯葛證所稅，引起反彈，因此決定出面宣示台聯支持今日完成三讀，但也會提案廢除IPO希望併案一起通過。

親民黨團總召李桐豪則提出兩個條件，一定要表決親民黨團版的證所稅修正案，國民黨團同時必須承諾在不記名、不祭出黨紀的前提之下，「才有討論今日表決的可能性」。

位居關鍵角色的民進黨，黨團總召柯建銘要求釐清馬政府的政治責任。黨團幹事長潘孟安要馬總統先道歉再說，反對今日三讀證所稅修正案，但上午會舉行黨團大會共同決議。
