富邦金控董事長蔡明忠24日表示，政府應想想如何善用低成本的壽險資金導入BOT等公共建設，創造政府、壽險及人民三贏局面，但他也提到，目前最大問題是壽險只能投資30%，希望政策能鬆綁，而且要有民間資金導入後獲利的觀念，若這觀念若不能突破，很難成功。

總統馬英九會見工程界大老，認同應該引導上兆元壽險資金投入公共建設，但壽險業認為，以今年最大案、底價180億元的台北市信義區A25標案為例，因為採取BOT(興建、營運、移轉)方式，包括國泰、新光、富邦等大型壽險業者，都被現行法令卡死，無法投標，等於也是「看得到、吃不到」的狀況。

對此，蔡明忠認為，A25標售案目前最大問題是怎樣把壽險業的資金導入BOT，因為A25是採用BOT的方式，而人壽保險公司目前只能投資30%，很難把壽險資金導入公共建設，政府確實應好好想想如何善用低成的壽險資金，導入公共建設，以創造政府、全民及壽險公司三贏的局面。

蔡明忠更進一步指出，目前BOT最需要修正的就是，不管是以前說的「獎參」或現在說的「促參」，都是帶有民間資金導入後獲利的觀念，不過，過去像高鐵，就有政治人物質疑為何獨厚發起原始股東，大家都忘了當時的發起原始股東，就是衝著「獎參」這兩個字來，獎參就是要讓投入的企業「有利可圖」，如果這個觀念無法突破，BOT案之後很難再成功。
